BOARD MEETING
 
JULY 24, 2001
 
 
All Board of Education Members were present with the exception of Mr. John Mason.  Also in attendance was Mr. Keith Cowne, Superintendent, along with Allen McCannon, Frank Gillespie, Kenny Beck, Roger Tench, Harold Gaulding, and others.
 
Ms. Belfield made a motion to approve the July 24, 2001 Agenda with the following additions:
VI.           Superintendents Report – 6.5 Recommendations for Food Service Bids & Meal Prices
6.6  Report on Bus Inspections
 
      VII.     Other Business -             7.6 Admissions Request
                                                      7.7 Policies for a thirty-day review
Mr. Patton seconded and the motion unanimously passed.
 
Ms. Belfield made a motion to approve the June 19, 2001 Board Meeting Minutes.  Mr. Power seconded and the motion unanimously passed.
 
Mr. Patton made a motion to approve the June 26, 2001 Called Board Meeting Minutes.  Ms. Belfield seconded and the motion unanimously passed.
 
Ms. Belfield made a motion to approve the Financial Report from the June 19, 2001 Board Meeting.  Mr. Power seconded and the motion unanimously passed.
 
There were no comments from the public.
 
Mr. Cowne made Board Members aware of notification of approval by the Madison County Planning and Zoning Committee granting an additional 20’ feet to be added to the tower adjacent to Hull-Sanford Elementary property.
 
For information only, a video on Georgia School Councils was shown to all in attendance.
 
Ms. Belfield made a motion to continue banking services at Merchants and Farmers Bank for the general account and Century South Bank for Food Service.  Mr. Patton seconded and the motion unanimously passed.
 
Mr. Power made a motion to accept the following Food Service bids and meal price increase of $.10:
-Food supplies:  PFG Miltons of Oakwood and Samples of Atlanta
-Bread:            Flowers Baking Co. of Vilaricka
-Milk:              Pet Dairies (firm bid)
Mr. Patton seconded and the motion unanimously passed.
 
Mr. Cowne reported to Board Members that all school buses passed inspection.
 
Ms. Belfield made a motion to approve a variance request of C.D.  Mr. Power seconded.  After discussion, the motion was denied with Mr. Haggard, Mr. Patton, and Mr. Power voting against and Ms. Belfield voting in favor of the request.
 
Mr. Patton made a motion to adopt the policies as presented at the June 19, 2001 Board Meeting.
 Mr. Haggard seconded and the motion unanimously passed.
 
A tentative date of August 9, 2001, at 7 P.M. was scheduled for a budget workshop.
 
Mr. Power made a motion to approve the Spending Resolution for August, 2001.  Mr. Patton seconded and the motion unanimously passed.
 
So that planning can begin, Board Members gave Mr. Cowne a selection of topics they would like to be covered in staff development classes.
 
Mr. Patton made a motion to deny the admissions request as presented by the Superintendent.  Mr. Haggard seconded.  Voting in favor were Mr. Patton, Mr. Power, and Mr. Haggard.  Voting against was Ms. Belfield.
 
Policies GAK, GBI-E, and Donations were provided to Board Members for a thirty-day review before being presented for adoption at the August, 2001 Board Meeting.  Copies of these policies will be available for review in the schools and the Madison County Board of Education office.
 
Ms. Belfield made a motion to enter into Executive Session to consider hiring of personnel and legal issues.  Mr. Patton seconded and the motion unanimously passed.
 
After discussion of personnel and legal issues, Mr. Power made a motion to go out of Executive Session.  Ms. Belfield seconded and the motion unanimously passed.
 
Ms. Belfield made a motion to approve all personnel recommendations as presented by the Superintendent.  Mr. Power seconded and the motion unanimously passed.
 
Mr. Power made a motion to adjourn.  Ms. Belfield seconded and the motion unanimously passed.
