BOARD MEETING
 
DECEMBER 18, 2001
 
 
All Board Members were present as was Mr. Keith Cowne, Superintendent.  Also in attendance was Allen McCannon, Mitch McGhee, Jane Fitzpatrick, Ellen Broome, Doris Dickson, Cathy Gruetter, Peggy Dagley, Brenda Moon, Carol Douglas, Pam Chrisohon, Bob Rhinehart, Phillip Todd, and others.
 
Ms. Belfield made a motion to approve the December 18, 2001 Agenda with the addition of 8.7 under Other Business:  Variance Request of H.T.  Mr. Mason seconded and the motion unanimously passed.
 
Ms. Belfield made a motion to approve the minutes of the Regular Meeting on November 20, 2001, and the Called Meetings of December 3, 2001 and December 12, 2001.  Mr. Mason seconded and the motion unanimously passed.
 
There were no questions or comments from Board Members on the November, 2001 Financial Report.
 
There were no comments from the public.
 
Mr. Cowne presented a certificate to Allyson Terrell recognizing her for receiving National Board Certification, and for being Madison County’s first to do so.
 
Ms. Ellen Broome and Allen McCannon presented elementary and middle school principals and staff with plaques recognizing their accreditation in Southern Association of Colleges and Schools.
 
Mr. McCannon told those in attendance that Board Policies are now on-line and can be accessed at www.gsba.com/policymanuals/links/madison/header.html
 
Mr. Phillip Todd, Vocational Director at Madison County High School, updated Board Members on the overall status of the vocational programs offered and answered questions from Board Members.
 
Ms. Belfield made a motion to approve Board Policies EE, EEA, and IDD.  Mr. Patton seconded and the motion unanimously passed.
 
Mr. Patton made a motion to table the SY 03 System Calendar until the January, 2002 Board Meeting.  Ms. Belfield seconded and the motion unanimously passed.
 
Mr. Mason made a motion to adopt a resolution for redistricting, accepting Map #2 having 2 multi-member districts which would combine Districts 2 & 4 and Districts 3 & 5.  Ms. Belfield seconded.  Voting in favor were Mr. Mason, Ms. Belfield, and Mr. Power.  Mr. Haggard and Mr. Patton voted against.
 
Mr. Power made a motion to allow Mr. Cowne to proceed with a resolution to present to Ralph Hudgens for introduction to the legislation declaring Board Member elections as nonpartisan.  Ms. Belfield seconded and the motion unanimously passed.
 
Mr. Power made a motion to approve the Comer Elementary 5th grade field trip request to Chattanooga, Tennessee.  Ms. Belfield seconded and the motion unanimously passed.
 
Ms. Belfield made a motion to table the resolution for Technical Career Academy until the January, 2002 Board Meeting.  Mr. Patton seconded and the motion unanimously passed.
 
Mr. Mason made a motion to approve the request from MART allowing Madison County Board of Education to be the employing agency in name only for MART’s executive director.  Mr. Haggard seconded.  Voting in favor were Mr. Mason, Mr. Haggard, Mr. Patton and Mr. Power.  Voting against was Ms. Belfield.
 
Mr. Patton made a motion to deny the variance request of H.T.  Mr. Haggard seconded and the motion unanimously passed.
 
Mr. Mason made a motion to enter into Executive Session to consider personnel matters and real estate.   Mr. Power seconded and the motion unanimously passed.
 
After discussion of personnel and real estate, Mr. Mason made a motion to go out of Executive Session.  Mr. Power seconded and the motion unanimously passed.
 
Mr. Mason made a motion to approve the following personnel as recommended by Mr. Cowne:
-       Maternity leave granted to:  Lisa Bond, Kelly King, Allison Whitehead, and Merry Davis all of Danielsville Elementary
-       Accept resignation of Jeffery Patrick, Madison County Middle
-       Accept resignation of Lillian Chandler, Madison County High
-       Hiring of Andy Dean, English Teacher, Madison County High
-       Hiring of Tom Parker, Science Teacher (49%), Madison County High School
Ms. Belfield seconded and the motion unanimously passed.
 
Mr. Mason made a motion to adjourn.  Ms. Belfield seconded and the motion unanimously passed.
