Public Hearing
The Jackson County Planning Commission will hold public hearings on Thursday, February 28, 2002, at 7:00 p.m. at the Jackson County Administrative Building, 67 Athens Street, Jefferson, Georgia, on the following matters:
Arcade
1. The City of Arcade City Council requests a review and recommendation to make the following changes to the Arcade Zoning Ordinance:
a. Delete sections 7.3.2.7 and 7.4.2.10 from the Arcade Zoning Ordinance; and
b. Add section 7.3.1.14 - The keeping of horses for personal use, not including boarding of horses, on lots of three (3) acres or more in size. Animals are limited to one (1) horse per two (2) fenced acres, and no building housing said animals shall be located closer than two hundred (200) feet of any property line. The fenced acreage for the horses may not include the acreage upon which any dwelling is erected.

1. #RZ-02-02 C. Stephen Mobley to rezone property (0.558 acres) at 4567 Hwy. 53 from A to C-2 for the purpose of commercial uses.

Jefferson
1. The City of Jefferson City Council requests a review and recommendation to make the following changes to the Jefferson Zoning Ordinance:
a. Add the following text as section 13.27A:
Public Hearing Procedures
The Mayor will review, or cause to be reviewed, for those present, the operating procedures for the hearing:
1. An individual requesting to be heard on a matter related to the purpose of the hearing must be recognized by the Mayor before addressing the Council. Upon rising to speak, the person must identify himself/herself and furnish a home or business address before proceeding with any comment or remarks. All comments and presentations will be addressed to the City Council and not to the audience.
2. The Mayor shall allow the applicant or his/her designee to present a description of the proposed zoning amendment and the reasons for the amendment.
3. Proponents will be allowed 10 minutes to speak in support of an application. Opponents will be allowed 10 minutes to speak in opposition to an application.
4. Upon conclusion of any opposing presentation, the Mayor will allow the applicant three minutes to address the City Council in rebuttal of any issue(s) raised by persons in opposition. The applicant may submit material or evidence to support the rebuttal.
5. When products and opponents of the proposed zoning amendment have been heard, the public hearing is closed and no further evidence or testimony may be presented unless the record is left open based on a request from the Mayor and City Council for additional material or report.
b. Delete (without replacement) from the R-3 zone:
Section 7.13 (14) Hotels and apartment hotels.
Section 7.13 (15) Office buildings exclusively used for professional occupancy and of such character and nature that such use will not adversely affect adjacent and nearby residential properties.
Section 7.13 (16) Hospitals, sanitariums, clinics, convalescent or nursing homes.
2. #RZ-02-05 Health Connections, Inc. to rezone property (1.38 acres) at 218 Athens Street from R-1 to C-2 for the purpose of a family medical practice.
Jackson County
1. #RZ-02-01 Mark Bennett to rezone property (34.6 acres) on Brooks Road from A-2 to A-R for the purpose of five single-family site-built home lots.
2. #RZ-02-04 Tina McDaniel to rezone property (121 acres) on Jackson Trail Road from A-2 to R-1 for the purpose of 121 single-family site-built home lots.
3. #RZ-02-08 Tim Gresham and Kenneth Ivory to rezone property (25.544 acres) on Hwy. 129 from A-2 to R-1 for the purpose of 18 single-family site-built home lots.
