Under and by virtue of the Power of Sale contained in a Deed to Secure Debt given by Patricia Marie Gosnell to NMC Mortgage Corporation, dated January 25, 1999, and recorded in Deed Book 139, Page 439, Banks County, Georgia Records, as last assigned to National Mortgage Corporation; Wells Fargo Bank Minnesota, N.A., as Trustee for Salomon Brothers Mortgage Securities VII, Inc., Floating Rate Mortgage Pass-Through Certificates, Series 1999-3, by assignment to be recorded in Banks County, Georgia Records, conveying the after-described property to secure a Note of even date in the original principal amount of $59,495.00, with interest at the rate specified therein, there will be sold by the undersigned at public outcry to the highest bidder for cash before the Courthouse door of Banks County, Georgia, within the legal hours of sale on the first Tuesday in November, 2002, to-wit: November 5, 2002, the following described property:
All that tract or parcel of land lying and being in Land Lot 1580th (Hollingsworth) District, G.M. Banks County, Georgia, being Lot 5A, containing 1.028 acres, as shown in that certain survey for C.H.S. Associates, Inc., dated March, 1997, prepared by North-Central Land Surveying, certified by Roy A. Terrell, Ga. RLS No. 1700 which plat is recorded in Plat Book 21, Page 190, Banks County Georgia Deed Records. Said plat and the record thereof are herein incorporated for a full and complete legal description.
Also Conveyed is a perpetual non-exclusive easement for ingress from U.S. Hwy. 441 to the Northerly boundary line of the above described property being thirty (30) feet in width and being shown on plat recorded in Plat Book 13, Page 57, Banks County Georgia Deed Records. The purpose of the easement is for vehicular and pedestrian traffic and any and all utilities to serve the subject property.

The debt secured by said Deed to Secure Debt has been and is hereby declared due because of, among other possible events of default, failure to pay the indebtedness as and when due and in the manner provided in the Note and Deed to Secure Debt. This proposal authorizes the counties and municipalities of the state to establish community re-development tax incentive programs that encourage the rehabilitation or re-development of certain blighted property that either increases the demands on social services or endangers the public health and safety. The programs shall not apply to a dwelling that is the primary residence of one or more persons. Local ordinances shall establish procedures and standards for identifying blighted property and apply an increased rate of taxation to that property. Once corrective action to rehabilitate the property has been approved, the program shall apply a decrease in the general millage rate to the improved property for a specified period. A county and one or more municipalities in the county may establish a joint community re-development tax incentive program. The General Assembly may by general law regulate, restrict, or limit the powers granted to local governments, but no enabling legislation is necessary to establish the community tax incentive programs.

This proposal establishes within the Georgia Department of Agriculture a dog and cat reproductive sterilization support program to control dog and cat overpopulation. The General Assembly shall provide for the issuance of specially designed motor vehicle license plates to promote the program beginning in 2003 and for dedication of certain revenue received from the license plate fees to support the program. All dedicated revenue received from special license plate fees, any funds appropriated to the department for the program, any voluntary contributions or other funds made available to the department for this purpose, and all interest thereon shall be deposited in a special fund that shall not be used for any other purpose and shall not lapse.

This Act expands the homestead exemption from ad valorem taxation for state, county, municipal, and school purposes granted to the unremarried surviving spouses of U.S. service members who were killed in or died as a result of any war or armed conflict or while performing authorized travel to or from active duty during such war or conflict. The exemption is limited to the maximum amount granted to a disabled veteran under federal law, which is currently set at $43,000.00.
If approved by a majority of the voters, the Act becomes effective on January 1, 2003, and applies to all tax years beginning on or after that date.

A certified check, or bank draft, drawn on a bank or trust company insured by the Federal Deposit Insurance Corporation made payable to the Owner or a satisfactory Bid Bond, executed by an acceptable surety on the Bid Bond Form contained in the Specifications in an amount equal to five percent (5%) of the bid shall be submitted with each bid. The successful bidder will be required to furnish and pay for satisfactory Performance and Payment Bond(s) in the amount of 100% of the contract amount.
The Owner reserves the right to reject any or all bids and to waive any informalities in the bidding.
No bids may be withdrawn for a period of sixty (60) days subsequent to the opening of bids without the consent of the Owner.
Then General Contractors submitting bids or being considered for this work shall be licensed “as applicable.” Failure to do so where applicable shall disqualify the bid.
All contractors shall be required to comply with the equal employment requirements of the Federal Government, and to specifically comply with 24 CFR Part 135 which requires that employment and other economic opportunities generated by this contract shall, to the greatest extent feasible, be directed to low and very low income persons, particularly those persons who live in the projects where this work will be done.
Attention is called to the fact that salaries not less than the Davis-Bacon wage rates as published by the U.S. Department of Labor and as set forth in the Specifications must be paid on this Project.
