Proposed Base Flood Elevation Determinations for the City of Jefferson and the Unincorporated areas of Jackson County, Georgia, Base (1% Annual Chance) Flood Elevations (BFEs) and Zone Designations Under the National Flood Insurance Program (NFIP)
On June 4, 1987, and November 16, 1990, the Federal Emergency Management Agency (FEMA) identified Special Flood Hazard Areas in the City of Jefferson and the Unincorporated Areas of Jackson County, Georgia, respectively, through issuance of Flood Insurance Rate Maps (FIRMs).
The Federal Insurance Administration/Mitigation Administrator has proposed elevations and zone designation changes in the flood having a one-percent chance of occurrence in any given year (base flood) for certain locations in the City of Jefferson and the unincorporated areas of Jackson County. The BFEs and zone designations amend the FEMA FIRMs for the communities.
The modifications to the effective FIRMs reflect new topographic data and hydrologic and hydraulic analyses. As a result, there are changes to the flood hazard information shown on the FIRMs for the City of Jefferson and the unincorporated areas of Jackson County. The proposed BFEs are as follows:

The changes are made pursuant to Section 206 of the Flood Disaster Protection Act of 1973 (P.L. 93-234), and are in accordance with the National Flood Insurance Act of 1968, as amended. (Title XIII of the Housing and Urban Development Act of 1968, P.L. 90-448) 42 U.S.C. 4001-4128, and 44CFR Part 65.
Under the above-mentioned Acts of 1968 and 1973, the Federal Insurance Administration/Mitigation Administrator, must develop criteria for floodplain management. In order for the communities to participate in the NFIP, the communities will be using the new BFEs and zone designations to administer the floodplain management measures of the NFIP. These BFEs and zone designations will also be used to calculate the appropriate flood insurance premium rates for new buildings and their contents.
Upon the second publication of notice of these changes in this paper, any person has 90 days in which he can request through the Chief Executive Officer of their community that the Federal Insurance Administration/Mitigation Administrator reconsider the determination. Any request for reconsideration must be based on knowledge of changed conditions or new scientific or technical data. All interested parties are on notice that until the 90-day period elapses, the Federal Insurance Administra-tion/Mitigation Administrator’s determination to modify the BFEs and zone designations may itself be changed.
