Under and by virtue of the power of sale contained in that certain Deed to Secure Debt and Security Agreement from ROBBIE M. BROOKSHIRE d/b/a BROOKSHIRE BUILDERS (hereinafter referred to as “Borrower”) to BRANCH BANKING AND TRUST COMPANY, a North Carolina banking corporation (hereinafter referred to as “Lender”), dated September 27, 2002, and recorded in Deed Book 27-U, Page 720, et. seq., Jackson County, Georgia Records (the “Security Deed”), the undersigned, as Attorney-in-Fact for Borrower, will sell at public outcry to the highest and best bidder for cash, between the legal hours of sale before the Courthouse door of Jackson County, Georgia, on the first Tuesday in August, 2003, (August 5, 2003) the following described property, to-wit:

To All Interested Parties:
The Georgia Environmental Protection Division announces its intent to modify Part 70 Air Quality Operating Permit No. 2493-157-0014-V-01-0 issued to J.M. Huber Corporation by the issuance of Permit Amendment No. 2493-157-0014-V-01-4. The facility is located at 1442 Highway 334, Commerce, Georgia. The primary purpose of this permit amendment is to revise NOx and CO emission limits on the wood flake dryers. Part 70 Operating Permits are being prepared in accordance with Part 70 of the Clean Air Act by the Georgia Environmental Protection Division (EPD). This permit will be enforceable by the Georgia EPD, the U.S. Environmental Protection Agency, and other persons as otherwise authorized by law.
This facility manufactures Oriented Strand Board (OSB).
The draft permit modification and all information used to develop the draft permit modification are available for review. This includes the application and all other relevant materials available to the permitting authority. Comments must be received by the EPD no later than 30 days after the date on which this notice is published in the newspaper. Any requests for a public hearing must be made within the 30-day public comment period. Where possible, the individual making the request should also identify the portion(s) of the Georgia Rules for Air Quality Control and/or the Federal Rules that the individual making the request is concerned may not have been adequately incorporated into the draft permit. If a public hearing on the draft Title V Operating Permit is to be held, the date, time, and location of the hearing will be provided by a subsequent separate public notice. At such hearing, anyone may present data, make a statement or comment, or offer a viewpoint or argument either orally or in writing concerning the draft Title V permit. Any information received during a public hearing will be considered by the Division along with all other information received during the comment period when making its final decision to issue the Title V permit.
This draft Permit Modification is simultaneously being issued as a proposed Part 70 Permit for review by the US EPA in accordance with 40 CFR 70.8. Information pertaining to U.S. EPA’s review period can be found on their website at www.epa.gov/region4/air/permits.
The draft/proposed Part 70 Permit modification is undergoing a parallel permit review in accordance with the “Part 70 Operating Permit Program Implementation Agreement” between the Georgia Department of Natural Resources and the US EPA, Region 4. The US EPA’s review period extends for an additional fifteen (15) days after the expiration of the 30-day public comment period. Should the draft/proposed Permit be changed by EPD following the public comment period, the US EPA may reinstate its 45-day review period subsequent to the 30-day public comment period.
After the comment period has expired, the EPD will consider all comments, make any necessary changes, and issue the Part 70 Operating Permit Amendment. Copies of the final Title V Operating Permit Amendment, comments received, EPD’s responses to comments, and any other relevant information will then be made available for public review during normal business hours at the office of the Air Protection Branch. A summary of comments and any changes made to the final permit will be found in an addendum to the narrative. A copy of this narrative and the final Title V permit amendment will be added to the information already available at the Internet address give above.

The Jackson County Water & Sewerage Authority hereinafter known as “Owner,” are soliciting competitive sealed bids from qualified contractors for the POSSUM CREEK FORCE MAIN. Sealed Bids for furnishing all materials, labor, tools, equipment and appurtenances necessary for construction, will be received by the JACKSON COUNTY WATER & SEWERAGE AUTHORITY at the Office of the Jackson County Water & Sewer Authority, Georgia, until 2:00 p.m. local time, on Tuesday, August 12, 2003, where they will be publicly opened and read aloud.

Section 3 requires that to the greatest extent feasible opportunities for training and employment be given lower income residents of the project area and contracts for work in connection with the project to be awarded to business concerns which are located in, or owned in substantial part by persons residing in the area of the project. NONDISCRIMINATION IN EMPLOYMENT
Bidders on this work will be required to comply with the President’s Executive Order No. 11246 and any amendment or supplements to that Executive Order. The requirements for bidder and contractors under this order are explained in the specifications.
All bidders are required to comply with the Interim Guidance for Minority Business Enterprise and Women’s Business Enterprise requirement of 40 CFR Section 33.240.
