TO: Amanda Kelly, Joey Bullard and/or the Unknown Father of a Male Minor Child Born to Amanda Kelly on August 7, 1998 and any other person claiming to have a parental interest in the minor child named above born to AMANDA KELLY on the date above-listed.
You are hereby notified that an action to terminate your parental rights and to give permanent custody to the Georgia Department of Human Resources acting through the Habersham County Department of Family and Children Services with respect to the above named child was filed with the Juvenile Court of Habersham County, Georgia. You are further commanded and required to be and appear at the hearing on this matter on the 29th day of October, 2004, at 9:00 o’clock A.M. at the Habersham County Courthouse, and you the said parent, guardian, or legal custodian are likewise hereby commanded to be and appear at the Court at the time and place above-stated, each of you then and there to make defense thereto and to show cause why the said child and all parties named herein should not be dealt with according to the provisions of the law.
A Parent, Guardian, Custodian, or Guardian Ad Litem is entitled to legal counsel in these proceedings and the Court will appoint legal counsel if any of the aforesaid parties is unable, without undue financial hardship, to employ legal counsel. Should such party desire the appointment of legal counsel, he or she should advise the Court of such need prior to the aforesaid date of hearing.
The relief sought by the Petitioner is to terminate parental rights. An order terminating parental rights of a parent terminates all of his or her rights and obligations with respect to the child and all rights and obligations of the child to the parents arising from a parental relationship, including the right of inheritance. A parent is not thereafter entitled to notice of proceedings for the adoption of the child by another, nor has he or she any right to object to the adoption or otherwise participate in the proceedings.

That tract or parcel of land lying and being in Land Lot 185 of the 10th Land District of Banks County, Georgia, containing 1.75 acres, more or less, as shown on a plat of survey for B. J. All that tract or parcel of land lying and being in Land Lot 265 GMD of Banks County, Georgia, being shown and delineated as Lots 20 and 21 Timberland Subdivision, containing 1.32 acres according to a plat of survey prepared by James H. The secured indebtedness is now in default, and the holder has declared the balance thereon due. SUMMARY OF PROPOSED CONSTITUTIONAL AMENDMENTS
Pursuant to requirements of the Georgia Constitution, Attorney General Thurbert E. Baker, Secretary of State Cathy Cox, and Legislative Counsel Sewell R. Brumby hereby provide the summaries of the proposed constitutional amendments that will appear on the November 2, 2004, general election ballot for consideration by the people of Georgia:

To define marriage as the union of man and woman.
Senate Resolution No. 595
Resolution Act No. 841

“( ) YES
( ) NO - Shall the Constitution be amended so as to provide that this state shall recognize as marriage only the union of man and woman?”
This first paragraph of this proposal provides that Georgia shall recognize as marriage only the union of man and woman and prohibits marriages between persons of the same sex in this state. The second paragraph of this proposal further provides that the state: (1) shall not recognize any union between persons of the same sex as being entitled to the benefits of marriage; (2) shall not give effect to any public act, record, or judicial proceeding of any other state or jurisdiction respecting a relationship between persons of the same sex where that relationship is treated as a marriage under the laws of such other state or jurisdiction; and (3) removes from the jurisdiction of Georgia’s courts the ability to grant a divorce or separate maintenance or otherwise consider or rule on parties’ rights arising from or in connection with such a same-sex relationship.
A copy of this entire proposed amendment is on file in the office of the judge of the probate court and is available for public inspection.

To provide the Supreme Court jurisdiction to answer questions of law from federal courts.

( ) NO - Shall the Constitution be amended so as to provide that the Supreme Court shall have jurisdiction and authority to answer questions of law from any state appellate or federal district or appellate court?”
This proposal provides that the Supreme Court of Georgia shall have jurisdiction and authority to answer any question of law from any state appellate or federal district or appellate court. Currently the Supreme Court has constitutional authority to answer questions of law from state and federal appellate courts only. The proposal adds the authority to answer questions of law from federal district courts. This procedure is used when another court desires to ask the Georgia Supreme Court to determine an unsettled question of state law.
A copy of this entire proposed amendment is on file in the office of the judge of the probate court and is available for public inspection.

The State Board of Education will hold a public hearing for citizens in the Ninth Congressional District on Thursday, November 4, 2004. The meeting will be held from 7:00-8:00 p.m. at Stephens County Middle School, 6270 Roselane, Toccoa. The purpose of the hearing is to receive comments from citizens and educators regarding public education in the district. Persons wishing to speak may sign in upon arrival.
