To the Qualified Voters of the Jackson County School District, Georgia:
Notice is hereby given that on the 2nd day of November, 2004, a special election will be held at the regular polling places in the Jackson County School District, Georgia, at which time there will be submitted to the qualified voters of the Jackson County School District a constitutional amendment repealing the amendment to the Constitution providing for matter regarding the selection and service of members of the board of education of Jackson County.
The several places for holding said election shall be at the regular and established voting precincts of the Jackson County School District, Georgia, and the polls will be open from 7:00 a.m. to 7:00 p.m. on the date fixed for the election.
The last day to register to vote in this election is October 4, 2004, through the close of business.
Those residents of the Jackson County School District qualified to vote at such election shall be determined in all respects in accordance with the election laws of the State of Georgia.
This notice is given pursuant to Act No. 631 reconstituting the law governing the Jackson County School System.

Development Plans - The detailed and professional plans showing the layout and design, site work and construction activities proposed for a project (other than architectural building plans) and including the Preliminary Plat or Site Plan (as applicable), Grading Plan, Erosion and Sediment Control Plan, Stormwater Management Plan, Buffer and Landscape Plan, Street Lighting Plan, and construction drawings for streets, storm water drainage facilities, sanitary sewers, water supply facilities, and other site improvements.
Revise the following definitions-
Development Permit - An official authorization issued by the Planning and Development Department permitting clearing, grubbing, grading, or construction of storm drainage facilities, utilities, access drives, streets, parking or other improvements exclusive of buildings.
Buffer - Land area used to visibly separate one use from another through screening and distance, to shield or block noise, light, glare, or visual or other conditions, to block physical passage to non-similar areas, or to reduce air pollution, dust, dirt, and litter, or around a stream to slow and absorb runoff and reduce pollution to water. SECTION 8.1 - USE BY DISTRICT TABLES
Permit Single Family Attached Dwellings in O-I (Office-Institutional) as a CONDITIONAL USE.

Change Two-Family Dwelling from being a permitted use in O-I (Office-Institutional) from being a permitted use to a CONDITIONAL USE.
SECTION 9.1.5 STANDARDS FOR CONSERVATION SUBDIVISIONS
Revise paragraph D. to add the following sentences -
Protected greenspace in individual private subdivision lots may count up to 10% of the required greenspace set aside. In such cases, the open space shall be protected from disturbance through a required conservation easement on the individual property.
Revise paragraph 3 -
Follow all other requirements contained in the Town of Braselton Subdivision and Development Regulations concerning the subdivision of land. No land disturbance or development permit shall be issued for a Conservation Subdivision until the Conservation Subdivision Concept Plan is approved by Mayor and Council. All future preliminary plats and development plans for the property must conform to the approved Concept Plan irregardless of transfer of ownership or phasing of the project. Amendments to an approved Conservation Subdivision Concept Plan must be approved by Mayor and Council.
SECTION 10.6 - LANDSCAPING REQUIREMENTS
Revise paragraph C -
Provide a minimum 15-foot wide landscaped strip between public arterial and collector road rights-of-way and off-street parking lots and a 10-foot wide landscaped strip between private streets or drives and off-street parking lots.

Brumby hereby provide the summaries of the proposed constitutional amendments that will appear on the November 2, 2004, general election ballot for consideration by the people of Georgia:

This first paragraph of this proposal provides that Georgia shall recognize as marriage only the union of man and woman and prohibits marriages between persons of the same sex in this state. The second paragraph of this proposal further provides that the state: (1) shall not recognize any union between persons of the same sex as being entitled to the benefits of marriage; (2) shall not give effect to any public act, record, or judicial proceeding of any other state or jurisdiction respecting a relationship between persons of the same sex where that relationship is treated as a marriage under the laws of such other state or jurisdiction; and (3) removes from the jurisdiction of Georgia’s courts the ability to grant a divorce or separate maintenance or otherwise consider or rule on parties’ rights arising from or in connection with such a same-sex relationship.
