On July 26, 1999, the Georgia Department of Transportation will
hold a public hearing concerning the proposed Location and Design
of Project STP-002-6(52)(53), Clarke and Jackson Counties. The
hearing will be held from 4:00 p.m. to 7:00 p.m. in the South
Jackson Elementary School Gym, 8144 Jefferson Road, Athens, Georgia
30607.
Project STP-002-6(52)(53) would consist of the widening and reconstruction
of US 129/SR 15 from SR 330/Lavender Road in Clarke County to
the proposed Jefferson Bypass near CR 104 in Jackson County.
The proposed widening would begin on the west side of US 129/SR
15 at the end of the existing four lane section at SR 330/Lavender
Road and proceed to a point just north of CR 116/Fuller Road.
From this point, the widening would cross over to the east side
for approximately 0.68 mile to a point just north of CR 119.
From there, the widening would shift to the west side and continue
to the northern terminus of the project near CR 104. The existing
two lane roadway would be widened to four lanes, two in each
direction, separated by a median.
Representatives from the Department of Transporta-tion will be
available from 4:00 p.m. to 7:00 p.m. with plans and displays.
The public will have an opportunity to attend the hearing at
its convenience to ask questions and discuss the project with
a Department representative. Relocation assistance will be discussed
at the hearing. There will be no formal presentation.
A court reporter will be available during this time to allow
the public an opportunity to make comments about the project.
These comments will be included in the transcript of the hearing.
Written statements may be submitted to: Mr. David E. Studstill,
P.E., State/Environmental/Location Engineer, 3993 Aviation Circle,
Atlanta, Georgia 30336-1593.
Written statements should be sent by August 5, 1999. The displays
at the public hearing will be available for ten days for review
after the public hearing at the Gainesville District Office,
2505 Athens Hwy., Gainesville, GA 30503.
Also, as soon as the transcript is prepared, it will be available
at this location.
The environmental document will be available for review 15 days
before the date of the public hearing at the location stated
above. Also, copies of the environmental document will be available
at the hearing for public review.

by sending your request to Mr. David Studstill at the address
listed above.

Maloch executed and delivered to the United States of America,
acting through the United States Department of Agriculture, a
Deed to Secure Debt conveying certain real estate located in

The Georgia Environmental Protection Division announces its intent
to issue a Title V Air Quality Operating Permit to IMC Plastics,
Inc. The facility is located at 265 John B. Brooks Road, Pendergrass,
Georgia. The primary purpose of this permit is to consolidate
and identify existing State and Federal air requirements applicable
to IMC Plastics, Inc., and to provide practical methods for determining
compliance with these requirements. Title V Operating Permits
are being prepared in accordance with Title V of the Clean Air
Act by the Georgia Environmental Protection Division (EPD). This
permit will be enforceable by the Georgia EPD and the U.S. Environmental
Protection Agency.
The facility coats and manufactures plastic parts for television
sets.

Any requests for a public hearing must be made within the 30-day
public comment period. A request for a hearing should be in writing
and specify, in as much detail as possible, the portion of the
Georgia Rules for Air Quality Control or the Federal Rules which
the individual making the request is concerned may not have been
adequately incorporated. A public hearing may be held if the
Director of the EPD finds that such a hearing would assist the
EPD in a proper review of the proposed facility's capability
to comply with the Federal and State air quality regulations.
This draft Permit is simultaneously being issued as a proposed
Title V Permit for review by the US EPA in accordance with 40
CFR 70.8. The draft/proposed Title V Permit is undergoing a parallel
permit review in accordance with the "Title V Operating
Permit Program Implementation Agreement" between the Georgia
Department of Natural Resources and the US EPA, Region 4. The
US EPA's review period extends for an additional fifteen (15)
days after the expiration of the thirty (30) day public comment
period. Should the draft/proposed Permit be changed by EPD following
the public comment period, the US EPA may reinstate its forty
five (45) day review period subsequent to the thirty (30) day
public comment period.
After the comment period has expired, the EPD will consider all
comments, make any necessary changes, and issue the Title V Operating
Permit. Copies of the final Title V Operating Permit, comments
received, and any other relevant information will then be made
available for public review during normal business hours at the
Atlanta address.
