The Georgia Environmental Protection Division announces its intent to issue a Title V Air Quality Operating Permit to IMC Plastics, Inc. The facility is located at 265 John B. Brooks Road, Pendergrass, Georgia. The primary purpose of this permit is to consolidate and identify existing State and Federal air requirements applicable to IMC Plastics, Inc., and to provide practical methods for determining compliance with these requirements. Title V Operating Permits are being prepared in accordance with Title V of the Clean Air Act by the Georgia Environmental Protection Division (EPD). This permit will be enforceable by the Georgia EPD and the U.S. Environmental Protection Agency.
The facility coats and manufactures plastic parts for television sets.
The draft permit and all information used to develop the draft permit are available for review. This includes the application, all relevant supporting materials and all other materials available to the permitting authority used in the permit review process. This information is available for review at the office of the Air Protection Branch, 4244 International Parkway, Atlanta Tradeport - Suite 120, Atlanta, Georgia 30354. If you require copies of the draft permit, narrative and permit application, these documents will be available at our internet site, http://www.dnr.state.ga.us /dnr/environ/, by selecting "Permits," "Title V Information," and "Draft Title V Permits" from the menus on the web pages. Copies of the application summary, draft permit and narrative will be available at our internet site, http://www.dnr.state.ga.us /dnr/environ/, by selecting "Permits," "Title V Information," and "Draft Title V Permits" from the menus on the web pages.
If copies are desired, a copying machine for public use is provided by EPD at the Atlanta office only and is available on a first-come, first-served basis. One copy of a single draft permit can by made free of charge. If additional copies are required, a copying charge of 25 cents per page will be assessed unless you bring your own copier. Office hours are 8:30 a.m. to 4:00 p.m., Monday-Friday.
You are hereby notified of the opportunity to submit written public comments concerning the draft Title V Air Quality Operating Permit. Persons wishing to comment on the draft Title V Operating Permit are required to submit their comments, in writing, to EPD at the above Atlanta address. Comments must be received by the EPD no later than 30 days after the date on which the draft Title V Permit and narrative are placed on our internet site. All comments received on or prior to that date will be considered by the Division in making its final decision to issue the Title V permit.
Any requests for a public hearing must be made within the 30-day public comment period. A request for a hearing should be in writing and specify, in as much detail as possible, the portion of the Georgia Rules for Air Quality Control or the Federal Rules which the individual making the request is concerned may not have been adequately incorporated. A public hearing may be held if the Director of the EPD finds that such a hearing would assist the EPD in a proper review of the proposed facility's capability to comply with the Federal and State air quality regulations.
This draft Permit is simultaneously being issued as a proposed Title V Permit for review by the US EPA in accordance with 40 CFR 70.8. The draft/proposed Title V Permit is undergoing a parallel permit review in accordance with the "Title V Operating Permit Program Implementation Agreement" between the Georgia Department of Natural Resources and the US EPA, Region 4. The US EPA's review period extends for an additional fifteen (15) days after the expiration of the thirty (30) day public comment period. Should the draft/proposed Permit be changed by EPD following the public comment period, the US EPA may reinstate its forty five (45) day review period subsequent to the thirty (30) day public comment period.
After the comment period has expired, the EPD will consider all comments, make any necessary changes, and issue the Title V Operating Permit. Copies of the final Title V Operating Permit, comments received, and any other relevant information will then be made available for public review during normal business hours at the Atlanta address.
For additional information, contact Mr. Jimmy Johnson, Program Manager, Stationary Source Permitting Program, at the Atlanta address, or by phone at 404/363-7000. Please refer to this notice when requesting information.
