Because of a default in the payment of a promissory note dated
December 1, 1997, executed by Kenneth E. Palmer and Loretta G.
Palmer secured by a Deed to Secure Debt of May 11, 1995, executed
by Kenneth E. Palmer and Loretta G. Palmer, recorded in Deed
Book 14-Q, Page 252, Jackson County, Georgia Records, The Peoples
Bank, as current holder of said Note and Deed to Secure Debt,
has declared the indebtedness due in full under the above-described

Plans and specifications may be inspected at the general office
in Atlanta and the district office indicated. Copies of the standard
specifications ($20.00), the proposal form ($10.00), and the
plans (indicated price) may be obtained from the state transportation
office engineer at the general office in Atlanta, telephone number
(404) 656-5293. Payment of the correct amount must be made within
30 days of billing; such payments are not refundable.
Payment will be made to the contractor each calendar month based
on the estimated work complete in place as prescribed by the
standard specifications. Retainage as prescribed by the standard
specifications will be withheld. On all projects, retainage may
be deposited in escrow accounts at the option of the contractor.
Final payment of amounts withheld or deposited in escrow will
not be made until the chief engineer has certified that the work
has been satisfactorily completed and accepted.
The state reserves the right to reject any or all bids.

for Charter Service
The Jackson County is applying for Federal assistance under Title
49 U.S.C. Section 5311 pertaining to rural and small urban areas.
As a part of the Jackson Transit system operation we offer charter
service on an incidental basis. Charter service is usually provided
using a 15 passenger van with wheel chair lift and is limited
to after normal working hours and on weekends. The service will
transport contracting groups to within approximate seventy-five
miles radius.
Any private charter operator willing and able to provide this
service should submit written evidence within 30 days of the
date of this notice. Evidence of willing and able should include
a statement that there is the desire and the appropriate type
of vehicles to provide the service, documentation of Public Service
Commission (PSC) Certificate of Necessity and safety certifications,
and licensing.
No submission will be considered after the deadline. Each private
operator will be informed of the results of the review within
60 days of the deadline. If a private operator is identified,
the Jackson County 5311 Program will not provide charter service.

for a Public Hearing
Private Enterprise Coordination
Jackson County is applying for funding assistance under Title
49 U.S.C. Section 5311 of the Federal Transit Act pertaining
to rural and small urban areas.
Interested persons are invited to request that a public hearing
be held to discuss the services being offered or development
of the application.
The county will offer general public transportation to all citizens
of Jackson County for any worthwhile purpose, including but not
limited to shopping, medical treatment, social services, and
other purposes.
To assure that private for-profit transportation operators have
a fair and timely opportunity to participate in the development
of this program, the County solicits private sector input and
participation during the planning process.
Written request for a public hearing and/or written notice of
intent by private for-profit transportation operators to provide
or participate in any or all of the above should be submitted
no later than fifteen (15) days from date of this publication
to: Jerry Waddell, Chairman, Jackson County Board of Commissioners,

In no response is received by the deadline date, the county/city
and GDOT will proceed with the project as described.
