Department of Transportation vs. 0.138 acres of land; and Charles
H. Segars and Betty Jane Duke Segars, individually

The said named persons and any and all other persons known and
unknown claiming any right, title, power, interest, ownership,
equity, claim or demand in and to the lands hereinafter described,
and all occupants, tenants, lessees, licensees and all holders,
owners and users of ways and easements in, across, over and under
said land are hereby notified, under the provisions of the Official
Code of Georgia Annotated Sections 32-3-4 through 32-3-19, providing
for the exercise of the power of eminent domain by the State
of Georgia, or any of its subdivisions, or by any county of such
State, as follows:
That the above stated case, being a condemnation in rem against

The said named persons and any and all other persons known and
unknown claiming any right, title, power, interest, ownership,
equity, claim or demand in and to the lands hereinafter described,

owners and users of ways and easements in, across, over and under

Public Hearing for
Project STP-002-6(52)(53)

On November 15, 1999, the Georgia Department of Transportation
will hold a public hearing concerning the proposed Location and
Design of Project STP-002-6(52)(53), Clarke and Jackson Counties.
The hearing will be held from 4:00 p.m. to 7:00 p.m. in the gymnasium
of South Jackson Elementary School located at 8144 Jefferson
Hwy., Athens, Georgia 30607.
Project STP-002-6(52)(53), Clarke and Jackson Counties, consists
of the widening and reconstruction of US 129/SR 15 from SR 330/Lavender
Road in Clarke County to the proposed Jefferson Bypass near CR
104 in Jackson County. The proposed project would widen the existing
roadway from two lanes to four lanes separated by a 44-foot median.
The proposed widening would begin on the west side of US 129/SR
15 at the end of the existing four lane section of SR 330/Lavender
Road and proceed to a point just north of CR 116/Fuller Road.
From this point, the widening would cross over to the east side
for approximately 0.68 mile to a point just north of CR 119.
From there, the widening would shift to the west side and continue
to the northern terminus of the project near CR 104.
The typical section for the project would be a rural section
(open ditch) consisting of four 12-foot lanes separated by a
44-foot grass median with 10-foot shoulders and a 200 foot right-of-way.
The existing roadway is two lanes with a right-of-way which varies
from 80 feet to 100 feet. From Brock Road to Crooked Creek Road,
the grassed median has been reduced to 32 feet on 150 foot of
right-of-way to avoid a historic resource, the Segars-Smith House,
and to avoid an elementary school. The total project length is
10.4 miles.
Representatives from the Department of Transportation will be
available from 4:00 to 7:00 p.m. with plans and displays. The
public will have an opportunity to attend the hearing at its
convenience to ask questions and discuss the project with a Department
representative. Relocation assistance will be discussed at the
hearing. There will be no formal presentation.
A court reporter will be available during this time to allow
the public an opportunity to make comments about the project.
These comments will be included in the transcript of the hearing.

at the public hearing will be available for ten days for review

The environmental document will be available for review 15 days
before the date of the public hearing at the location stated
above. Also copies of the environmental document will be available
at the hearing for public review.
