An undercover investigation at a massage parlor in the Mall of Georgia led to three people being arrested, according to Gwinnett police.
Following an anonymous tip that there were acts of prostitution at the “Lucky Good Hands Massage” parlor inside the mall, undercover investigators entered the business approximately two weeks before the arrests.
At that initial investigation, police found that the parlor’s business practices and personnel were meeting state law and Gwinnett County ordinances.
As is routine, investigators revisited the business a second time to verify their original findings. During that visit, an undercover investigator was solicited for an act of prostitution. Two people were arrested and another was given citations and released.
Forty-year-old Yingjiu Liu, Doraville, was arrested for “Masturbation for Hire” in violation of state law and “Massage without Permit” in violation of Gwinnett County ordinance.
Forty-one year old Shiying Tian, Buford, was arrested for “Giving a False Name” in violation of state law and “Massage without Permit” in violation of Gwinnett County ordinance.
Forty-one-year old Xiuhai Xue was cited for “Manager not on Duty” and “Records not Maintained,” both in violation of Gwinnett County ordinance.
Liu and Tian were both transported to the Gwinnett County Jail. They have both since posted bond and have been released.
Gwinnett police say they routinely conduct compliance checks within businesses offering massage services to ensure that they provide services legally outlined by state law and county ordinance.
