A scam artist well known to local authorities has been arrested again. Marsha Lynn Foster, 49, was arrested Oct. 5 by Winder Police on charges of theft by deception. Winder sex scandal may see settlement

A settlement of at least $50,000 is in the works for a 2009 federal lawsuit filed in connection with a sex scandal at Winder City Hall. Dozens of suspects were detained and multiple guns and drugs confiscated during a Sunday night raid in Statham.
