The Barrow County Board of Commissioners has scheduled a called voting session for Tuesday, Jan. 22, immediately following its regularly scheduled 6 p.m. work session. Among the voting items will be the appointment of Gwinnett County’s former deputy county clerk as Barrow County’s new county clerk. Rose Marie Dickey worked for the neighboring county for 22 years, four of them as executive assistant and deputy county clerk for Jock Connell. Connell, appointed in December as Barrow County’s first county manager, said in a memo to the BOC that Dickey is the most qualified of the 43 applicants for the position vacated last month by Michelle Sims, who retired. The other major voting items include:
• an amendment of the job description of the chief financial officer to comply with the new county-manager form of government calling for all employees to report to Connell.
• the adoption of a new 401(a) Plan for Senior Management through the Association County Commissioners Georgia that would apply only to Connell.
• authorization of the BOC chairman to sign documents for the Joint Development Authority of Winder-Barrow to issue a tax-free revenue bond of up to $4.5 million on behalf of BCA Holdings LLC. The purpose is to refund $3.135 million in bonds issued in 2008 to build Bethlehem Christian Academy. The requested action does not subject the county’s taxpayers to repayment of the debt.
• a resolution authorizing the county clerk, the county manager and the BOC chairman to receive service of process for all litigation filed against the county.
