Four days after temporarily removing much of the Winder Police Department’s top management, Mayor David Maynard released a statement explaining why. The statement, released at 7:35 a.m. Nov. 5, discloses that the allegations against Chief Dennis Dorsey, Major Jim Fullington and Lt. Frank Farr involve testing irregularities.
The mayor said he asked city attorney John Stell to procure the services of David Archer, a Cartersville attorney, to conduct an independent investigation. The Barrow County Board of Commissioners a few years ago hired Archer to investigate harassment allegations against the former administration.
The mayor’s full statement reads as follows: “I have been informed of some alleged irregularities in the way a test was administered within the police department. I take these allegations very seriously and instructed the City Attorney to procure the services of David Archer to conduct an investigation. During this investigation I have placed Chief Dennis Dorsey, Major Jim Fullington and Lieutenant Frank Farr on administrative leave with pay. Lieutenant Rob Curott is acting Chief for the time being. None of the allegations made to me were of a criminal nature.”
