A Colbert woman was arrested recently on loitering and other charges after someone called 9-1-1 about a suspicious man and woman looking in residential windows on Spratlin Mill Road.
Brandi Leah Flanagan, 39, was charged with loitering, unlawful for jail inmate to possess any controlled substance, drugs, gun or dangerous weapon, possession and use of drug related objects and illegal possession of a controlled substance.
Lt. Burl Johnson was sent to the area where he spotted a while female (Flanagan) walking on the shoulder of Hwy. 72 toward Colbert.
A man flagged him down at the corner of Spratlin Mill Road and told him he was the caller and that the woman walking along the road away from them had told him she had run out of gas on Spratlin Mill Road and asked to use his phone.
After using the phone, the man said he walked around the side of his house and spotted a thin white male wearing a red shirt, red ball cap, baggy dark color pants and a black back pack. He asked the male why he was in his yard and told him he was calling 9-1-1. The male took off running across Spartlin Mill Road into the woods.
Johnson was unable to locate the male. Johnson then traveled back down Hwy. 72 where he saw the female walking. As he was approaching her he noticed she was looking into a mailbox. She identified herself and also told him she ran out of gas and was walking towards a friend’s house. She denied that she was looking into the mailbox.
Johnson took her back to Spratlin Mill Road, but they were unable to locate her vehicle.
While being booked at the jail, the detention officer found two syringes, a baggie containing a clear crystal like substance and a lighter inside Flanagan’s bra.
Later that day, deputy William Elrod went to Spratlin Mill Road to assist in the search for Flanigan’s companion, who was seen running from a residence there.
Brian Keith Martin, 29, no address listed, was later found hiding at a home on Meadow Lane and charged with giving false name, address or birthdate to law enforcement officer and loitering.
