Bill could cost Winder $2 million in water profits

A state legislator has introduced a bill at the outset of the 2013 legislative session that could jeopardize a major cash cow for Winder’s city government. Rep. Wendell Willard is the sponsor of House Bill 41 that would prohibit governmental water and sewer service providers from charging higher rates to customers outside their jurisdictions’ limits. The provision would apply to all local government providers throughout the state, including Winder. Winder charges its out of city customers about 36 percent more for water and uses the profits from that, around $2 million, to subsidize other city operations within the town.
