The command staff for the popular JROTC program at Winder-Barrow High School is undergoing changes. 1st Sgt. Franklin Brown resigned and accepted a position in another county. And sources say that Barrow County school superintendent Wanda Creel wants Major Thomas Evans out. Brown and Evans were recruited in 2009 from Cedar Shoals High School in Athens to start WBHS’s JROTC program. This year, the program was named an “Honor Unit with Distinction,” which means it is in the top 10 percent of all JROTC units. During the school year that just ended, Evans also served as the head boys track coach. In response to the newspaper’s inquiry Monday, Creel confirmed Brown’s resignation, and she did not deny that there is a personnel issue regarding Evans.
