Incidents reported recently to Winder Police Department include:

•Two Winder men were arrested on multiple drug charges after a sale was agreed to and a sale was arranged in a parking lot. David Cody Vaughn, 19, 1015 Vinings Ln., Winder, was charged with possession with intent to distribute heroin, criminal attempt to sell heroin (two counts), possession with intent to distribute marijuana and possession of drug-related objects. Andrew Donald Ozburn, 19, same address, was charged with party to the crime of sale of heroin, possession with intent to distribute marijuana, party to the crime of sale of marijuana and possession of drug-related objects. A woman was to be charged with use of a cellular device to facilitate drug transactions. An officer said a sale of heroin and marijuana were arranged. Officers surrounded the car that had Vaughn and Ozburn inside. Vaughn had multiple small bags of what was suspected to be heroin. Ozburn had a smoking pipe. Officers found two digital scales, a mason jar with marijuana in it and three iPhones in the car.

•A Bethlehem man was arrested for an outstanding warrant in Gwinnett County after a traffic stop on West May Street. Jefry Felipe Gaburardi, 19, 506 Pin Oak Dr., Bethlehem, was held on the warrant. He first identified himself as his father.

•A Dacula woman was charged with three traffic violations after an officer was checking vehicle tags on West Athens Street. Christina May Funk, 29, 1626 Whitley Rd., Dacula, was arrested for driving on a suspended license, no insurance and knowingly driving a vehicle on a suspended registration.

•A Winder man was charged with driving under the influence of alcohol-less safe at 9:29 a.m. after he had been reported drinking. Arland Eugene Ranne, 69, 416 Camden Dr., Winder, was arrested. An officer said Ranne “passed out and almost fell out of his seat approximately 4-5 times” while he was talking with him. He told hospital staff members that he did not want to live.

•A Winder woman was charged with escape after she ran as an officer tried to put her in his patrol car. Danielle Leolla Carter, 26, 226 Daley Ave., Winder, also was held on an outstanding Barrow County warrant and was charged with willful obstruction of law enforcement officers. Carter was at Northeast Georgia Medical Center for injuries to her head from going through a window. When she ran, officers caught her in a front yard on Howard Circle.

•A counterfeit $100 bill was confiscated at a local store when a Decatur woman tried to pay for $6 worth of merchandise. A clerk said the bill did not have any indicators such as the water mark or metal strip and the bill felt like thin paper. The woman said she got the bill at a bank.

•An Atlanta man was held on a warrant from Newton County when he was a passenger in a pickup truck stopped on East Candler Street, Winder. Charlie Jerome Clark, 54, 420 Courtland St., Atlanta, was arrested.

•A woman on Apperson Drive, Winder, said she had been out of town for about a week and found the screen on the front window cut and the casing for the dead bolt on the front door bent from someone potentially trying to get inside. Nothing was found missing.

•A Bethlehem man was charged in a traffic stop on Exchange Circle, Bethlehem. James David League, 17, 1251 Persimmon Place Dr., Bethlehem, was arrested for possession of less than an ounce of marijuana, possession and use of drug-related objects and speeding. Marijuana and a scale were found in a Mazda.

•A Winder man was charged with shoplifting from a local store, for taking Hersey chocolate bars. Ethan Vincente, 17, 271 E. Wright St., Winder, was arrested. A juvenile with Vincente was charged later with a juvenile complaint.

•A woman on Sanders Circle, Winder, said another woman from Hall County had been fighting with her over issues and “mistreating” her son, from whom she is separated. An officer talked with both women and said it did not sound “like the situation” could be resolved.

•A Flowery Branch man was charged with driving on a suspended license after a traffic stop on May St. Nicholas Brian Pittman, 36, 5457 Oakfern Trl., Flowery Branch, was arrested.

•A Monroe man said about $3,500 worth of tools were taken from a building where he was working.

•A Winder man was charged with possession of methamphetamine after a traffic stop and other evidence of drug use was lost at the scene. Matthew Jacob Kitchens, 23, 175 Ridgeway St., Winder, was arrested on the drug charge. Officers found marijuana, scale, grinder and pipe for smoking drugs in a pickup truck. That evidence was later discovered missing. The truck and other vehicles at the site were searched and nothing was found. The house of the truck owner also was searched.

•Two men, one from Winder and one from Jefferson, said they had a confrontation and fight. Their stories conflicted about who started the incident and who was hit and when.

•A Winder man was arrested on multiple charges after a domestic fight at a Second Street house. Jams Michael Enright, 35, 124 Second St., Winder, was charged with battery-family violence, criminal trespass-family violence, obstructing a person making an emergency phone call and willful obstruction of law enforcement officers. Enright was charged with damaging a TV and two bedroom doors during the argument. His girlfriend said the pair had been arguing because she cheated on Enright. She said he later argued again and Enright forcefully pinned her on her bed and kissed her, including biting her lip and making it bleed from the inside. She said he also bruised both her arms.

•A woman on Marion Lay Street said her 7-year-old daughter was bitten by a neighbor’s dog. Two small puncture marks were on the lower part of her leg, but no one saw the bite.

•A man was arrested for driving on a suspended license after a traffic stop on West May Street. Matthew Daron Haulk, 29, 288 Hillside Ct., Winder, was charged.
